Professor Jarrek, who invented a mysterious ray that allows him to change from six inches to sixty feet tall, or to any shape, wants to create an army of "Incredibles" to conquer the world. But his former assistant, who destroyed the ray, hides a tape containing instructions on how to build it in Speed Buggy's tape deck.

All roads leading out of Nawambi, Africa are completely blocked by the police in search of two diamond thieves, Varsak and Emil. The stolen diamond is the only one in the world large enough to power evil Varsak's laser blaster, a device that will enable him to control the world. Unable to find a car to make the treacherous trek back to their jungle laboratory, they kidnap agile Speed Buggy.
