Racing around a dangerous mountain range, Speed Buggy and his competitors are forced backwards in a zigzagging fashion, despite their driver's attempts to make the cars drive forward. Above them, a blimp sends out rays aimed at the cars. The Chief of the blimp now initiates his plans to become the most powerful man in the world, able to control anything that moves.
